A number reassigned since the lead opted in reaches someone who never consented, and the reassigned-number safe harbor only covers the FCC's database. deactivationDate flags carrier deactivations from the last 45 days.
A consumer can sue for $500 per violation of the TCPA robocall rules, or up to three times that if it was willful or knowing. The litigator scrub flags known TCPA litigators for 1 extra credit.

Prior express written consent is a written agreement, signed by the person, that authorizes the seller to make autodialed or prerecorded marketing calls to that number. A phone lookup can tell you which leads are cell phones, not whether that agreement exists.

Coverage and limits
State DNC: covers 38 states plus DC, refreshed weekly. Numbers in CO, FL, IN, LA, MA, MS, MO, OK, PA, TN, TX and WY aren't checked, and dncStateChecked is left out for them, so "not checked" never reads as clear.
No National Do Not Call Registry check. Registry access for sellers comes from the FTC at telemarketing.donotcall.gov.
No subscriber names or owner details.
deactivationDate: data refreshed daily, with a 1 to 7 day lag, and entries expire after 45 days. It is not a reassigned-number check.
Canadian numbers are validated and carrier-dipped like US numbers, but the state DNC check is US-only and Canada's National DNCL isn't checked.
Questions agents and lead buyers ask
Does a clean lookup prove the lead consented?
No. Autodialed or prerecorded marketing calls to a cell phone need prior express written consent: a written agreement, signed by the person, that authorizes the seller to call that number (47 CFR 64.1200(f)(9)). That record lives with your lead source, not in a phone lookup.
What happened to the one-to-one consent rule?
The Eleventh Circuit vacated it on January 24, 2025 (Insurance Marketing Coalition v. FCC), and it never took effect. Prior express written consent under 47 CFR 64.1200(a)(2) still applies to autodialed or prerecorded marketing calls to cell phones. This is not legal advice.
Can we use the result to return a lead?
It gives you a record: optDate timestamps the lookup, and a deactivated number comes back with a reason like "Number deactivated by carrier id 6010 on 2026-09-28". Whether that earns a credit or a replacement is up to your contract with the vendor.
Is geoState the lead's home state?
No. geoState comes from the IP you pass with the request or, without one, from the area code, which is where the number was issued. A mismatch with the state on the form is a reason to review the lead, not proof of fraud.
Does it check the National Do Not Call Registry?
No. It runs the state do-not-call check for 38 states plus DC and screens our national complainer list. Get national registry access from the FTC at telemarketing.donotcall.gov; the FCC's safe harbor expects a copy no more than 31 days old (47 CFR 64.1200(c)(2)(i)(D)).
What does the litigator scrub add?
1 extra credit per number. It flags numbers tied to known TCPA litigators (litigator, litigator_type) from data refreshed daily, and a match sets action to "unsubscribe". About 1.5% of the numbers we check come back flagged when the scrub is on.
